Flow Decree Italy 2021: entry for 69,700 non-EU workers

2021 Flows decree launches

The 2021 Flows decree will be published in the Official Bulletin in the next few days. Applications can be submitted from 9 a.m. on the tenth (and fifteenth) day after publication in the Official Bulletin.

The decree will open the labour market to 69,700 non-EU foreign citizens. The quotas will be distributed as follows:

– 17. 000 non-seasonal employees in the sectors of road freight transport for third parties, construction and tourism/hotels from the following countries: Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Côte d’Ivoire, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Ghana, Japan, Guatemala, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine;

– 3,000 non-seasonal employees in the sectors of road freight transport for third parties, construction and tourism/hotels from countries with which cooperation agreements on migration will be signed in the course of 2022;

– 100 employed or self-employed workers of Italian descent residing in Venezuela;
– 4,400 conversions from a residence permit for seasonal work to non-seasonal employment;

– 2,000 conversions from study, apprenticeship, vocational training to subordinate employment;

– 370 conversions from study, apprenticeship, vocational training to self-employment;

– 200 conversions from long-term EU permits issued by other EU Member States into residence permits for employment;

– 30 conversions from long-term EU permits issued by other EU Member States into residence permits for self-employment;

Seasonal work in the agricultural and hospitality sector

– 42,000 entries will be allocated to seasonal work in the agricultural and hospitality sector, for non-EU citizens coming from the following countries: Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Côte d’Ivoire, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Ghana, Japan, Guatemala, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine.

Of this quota:
– 1,000 entries are reserved for persons who have already entered Italy for seasonal work in the last five years and for whom the employer presents a request for a multi-year entry clearance.

– 14,000 entries are reserved for entries in the agricultural sector for which the employer submits an application through Cia, Coldiretti, Confagricoltura, Copagri, Alleanza delle Cooperative.

Furthermore, there are 500 entries for self-employment purposes for freelancers, creators of innovative start-ups, well-known artists, entrepreneurs willing to invest at least 500,000 euros and create at least three jobs in Italy, and holders of corporate management and control positions.

Application procedures and detailed instructions are not yet available and will be contained in a forthcoming ministerial circular. Finally, all quotas will be distributed at territorial level by a forthcoming measure.
